1. TC issuance costs time and money. Each TC requires documentation submission to the certification body and approval. Some factories absorb this cost; others treat it as an extra step only worth doing if the buyer pushes for it.
2. Many buyers don't know to ask. Suppliers aren't incentivised to volunteer information that adds complexity to the sale. If a buyer is satisfied with the Scope Certificate, the conversation ends there.
3. Not all GOTS-certified factories are structured to issue per-order TCs. A factory can hold a GOTS Scope Certificate while running mixed production lines, some certified, some not. Issuing a TC requires that your specific order ran through a fully GOTS-compliant production process, with documented chain of custody. Factories without robust internal tracking may be SC-certified but TC-incapable.
